Rail Settlement Plan (RSP) is a limited company wholly owned by the UK Train Operating Companies (TOCs) who, pursuant to the Ticketing & Settlement Agreement (TSA), provides rail travel product distribution and settlement services to TOCs, their partners and third party retailers. RSP procures these services on behalf of TOCs, but outsources the delivery of them to various IT companies, such as Atos Origin, Fujitsu and Cap Gemini, whilst focusing on the service management of these suppliers.

RSP also undertakes accreditation of ticket issuing systems (TIS) to ensure that TIS purchased by TOCs are compliant with a central set of standards, and this accreditation process covers new TIS builds as well as upgrades to existing TIS.
